1020 hi-tensile steel is a cheap and crappy alternative to 4130 chromoly.
it's used on budget/'entry level' bikes like the low-end mongoose/haro/gt/specialized/etc. bikes that we all started out with.

1020 doesn't compare to 4130. most of the time, the 1020 tubing used is cheap seamed tubing. wheras the 4130 tubing used on most 'good' frames is aircraft grade, seamless tubing. some is USA made, and some is heat-treated or air-hardened. (aircraft grade basically just means that the tubing is all hand inspected for imperfections. lower grade, like 1020, is not inspected for imperfections)

1020 is for cheap beginner bikes. make sure you get something made from 4130 chromoly.
